About the order of admission of students to the bachelor's degree in higher education
Regulation
Chapter 1. General rules
This Charter does not apply to military education institutions.
Acceptance of the applicants, except for the quotas and the quotas approved by the President of the Republic of Uzbekistan or the relevant resolution of the Cabinet of Ministers, is carried out by the State Commission in accordance with the procedure established by the present Regulations.
Admission to higher education institutions is based on the equal rights of all (both grants and contractual), on the basis of single acceptance rules and on the basis of single selection, the first of the state grants the right to be enrolled in the queue. The other applicants are eligible to apply within the bounds of the contract-based contract quota rating.
The competition is held separately in each higher education institution according to the directions of education, languages and forms of education. In case of approval of target quotas by regions in some areas, the selection is carried out separately for each region. Entrants who are not eligible to apply for state awards are eligible to take part in the contest within the general contract for payment of test scores that they have accumulated in this area of study.
Testing is carried out by the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (here in after referred to as the State Testing Center). Tests are conducted in three languages - Karakalpak, Uzbek, Russian and Karakalpak languages in the higher educational institutions of the Republic of Karakalpakstan.
It is established by the ministries and agencies prior to the adoption of documents within the framework of acceptance quotas approved by the Decree of the President of the Republic of Uzbekistan or the relevant resolution of the Cabinet of Ministers of the Higher Education Institution, and approved by the State Commission. Applicants will submit a test and a vocational (exams) exam in a language of instruction at a higher education institution. Applicants applying to the Uzbek groups are eligible to apply the test in English in the Latin or Cyrillic alphabet. The list of educational directions of the higher educational institutions of the Republic of Uzbekistan and complex of subjects corresponding to the test are developed by the State Testing Center and the Ministry of Higher and Secondary Special Education and approved by the State Commission .
Applicants will be tested in one of the English, German, French languages as foreign languages. Applicants may take foreign language tests (English, German, French) regardless of their foreign language.
If you are studying a foreign language other than English, German or French at a general secondary (11th grade), medium-sized vocational education institution, a multi-point system exam will be submitted.
Along with test trials in some areas of higher education, additional vocational (creative) exams are held. The list of educational (creative) exams will be developed by the State Testing Center and the Ministry of Higher and Secondary Specialized Education on the basis of proposals from ministries and agencies, approved by the Commission. 5. In some areas of education, admission to educational areas in Tajik, Kazakh, Turkmen, and Kyrgyz languages is based on the multi-score system of professional (creative) exams and tests based on the list of areas for professional (creative) examinations is developed by the State Testing Center and the Ministry of Higher and Secondary Specialized Education and approved by the State Commission.
Applicants who have completed secondary education in the language of the application are eligible to apply for the courses of study or those who have completed a general secondary education in the language they have and who have a diploma of academic lyceum (professional college) is accepted. The total number of results of professional (creative) examinations, multiple exam scores and test results approved by the State Commission is approved by the rector of the higher educational institution personally.
6. In the institutions of general secondary education (on the 11th grade), secondary special, vocational education institutions of Spanish, Arabic, Persian, Persian, Hindi, Urdu, Chinese, Korean, Uygur, Applicants who study Japanese (without English, German and French) foreign language will be required to pass a multiple-mark exam on this language and pass the test on the remaining subjects.

10. Admission to the educational directions of the special correspondence department, established under the structure of higher education institutions, should be carried out only on the basis of relevant secondary or vocational education, and at least three years of practical work with a recommendation from the industry that has an internship. Acceptance of educational directions in the structure of higher education institutions, approved by the targeted quotas in the regions, is carried out only at the expense of entrants, who live in the territory and receive diplomas from the secondary special and professional educational institutions of the region.
Chapter 2. Reception of foreign citizens
Adoption of foreign citizens in higher educational institutions According to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan from August 4, 2008 of No. 169 "About enhancement of the procedure for acceptance and training of the foreign citizens in educational institutions of the Republic of Uzbekistan" shall be executed on the basis of international agreements of the Republic of Uzbekistan.
The transfer of citizens of the Republic to foreign higher educational institutions is carried out on the basis of the interstate treaties and the relevant decision of the State Commission, higher education institutions and citizens' initiative.
Chapter 3. Reception of documents
In order to ensure high quality admission to higher education institutions, admissions offices of higher education institutions are established.
The Ministry of Higher and Secondary Special Education, in the prescribed manner by ministries and departments of higher education institutions, shall be appointed the Chairperson of the Admissions Committee, his Deputy and Secretary of the Admissions Committee. At the same time, the rector (director) of the higher educational institution presides at the post office.
Functions of the members of the admission committee are determined by the chairman of the commission.
Applications for admission to the University are accepted by the higher educational institutions' admission committee from June 15 to July 15 (nowadays) for the State Conservatory of Uzbekistan from 15 June to 10 July.
The applicant will submit the following documents to the admissions office:
The application form, the language of the education, the application form (the application must contain a diploma or a higher education, a foreign language test, a military certificate, the second selected higher education institution, indicates the course of study, and familiarization with the correctness of the rules of testing and testing of the answer sheets);
An original copy of a general secondary education (on the 11th grade) or a secondary special or vocational education institution;
Medical certificate 086-U;
Copy of passport (birth certificate for minors);
6 color photographs with 3.5 x 4,5 cm colors;
For the applicants of the special correspondence department, a copy of the working papers from the working papers and approved by the established area.
Completely state-sponsored orphans and disabled people of the 1st group who are visually impaired receive the evidence.

The application form is approved by the Ministry of Higher and Secondary Special Education. Winners of international and republican olympiads, contests and competitions, who will be eligible to take part in the competition, will provide original identification cards.
The applicants' application shall include the following documents certifying documents with reference to the following document: "I shall inform myself about myself" (children of I and II groups, orphans, pupils of "Mehribonlik uylari" and non-breadwinners).
The citizens of the Republic of Uzbekistan who have served in the Armed Forces of the Republic of Uzbekistan shall submit the relevant instructions of the Military Command in conjunction with the above mentioned documents.
The form and order of the military unit referral are determined by the Ministry of Defense, the Ministry of Interior, and the National Security Service.
The passport (passport of birth certificate of birth passport) and the certificate of involvement in the military service are personally indicated to the admission committee.
Command of military command is valid for three years from the date of their deployment and termination of military service (if the official order for admission to the higher education institution is not available for repeated use of the privilege).
In the presence of the abovementioned documents, the admission committee does not have the right to refuse to accept the applicant's documents.
It is strictly forbidden to add or make any changes to the documents after expiration of the prescribed period of acceptance of documents.
If fraudulent documents are identified, the applicant will be denied the test (higher education institution) and the documents will be forwarded to law enforcement authorities in accordance with the established procedure.
Higher Education Institutions Admissions Commission has until 20 July the State Commission through the State Testing Center the information on the number of applicants, with the indication of the educational direction, form of study and language with the information provided.
Chapter 4. Professional (creative) exams

16. Chapter 6. Order and amount of payment for admission, study and payment of entrants
After the decision of the State Commission on admission of applicants on a fee-paying basis, a contract shall be concluded between the higher educational institution and the legal or natural persons in accordance with the established procedure.
Forms of the contracted sample are issued by the admission committee of the higher educational institution from the date of publication of the test results and signed by the chief accountant and chief accountant in 3 copies, for individuals - 2 copies.
Applicants recommended by the State Commission for payment-contractual education are paid annually within the terms specified in the contractual terms.
Based on the proposals of higher education institutions, based on their abilities, selection and accumulated points, the admission of the applicants on the basis of a decision of the State Commission, in addition to the quota for payment-contract, called as an additional supplement).
Proposals for additional admission will be submitted by the higher education institutions to the State Commission until 15 October, agreed upon with the ministries and departments.
The State Commission will take a decision on October 20, 2012, based on the availability of higher education institutions, the amount of scores and the amount of collected points, on the additional acceptance of entrants with the condition of an upgraded contract.
At the same time:
The previous applicant who has been enrolled in the list of scores, rejects the previous applicant's application for an additional fee-contract or does not submit an application within one month from the date of publication of the test results, it is recommended to pay for a fee-paying contract;
Admission to the additional payment-contract based on the proposals of the higher education institution, agreed upon with the ministries and agencies, on the basis of the decision of the State Commission institutions and facilities.
The amount of the canceled contract is determined in relation to the amount of contractual payment-contract in the following amounts:
For those applicants who did not reach one point of the admission quota for the approved payment agreement - 1.5 times;
For those with a score of 1.1 to 2 points - 2.0 times;
With less than 2.1 points to 3 points - 2.5 times;
For those who do not have a score of 3.1 to 4 points - 3.0 times.
Within the terms established by the State Commission, payment and contract terms for these amounts are accepted for the first year of study by the order of the rector of the higher educational institution.
At the same time, the amount of contract payment for the first academic year is determined by the State Commission, depending on the nature of the education.
Organization of admission to higher educational institutions in addition to the quota for payment-contract is made according to the scheme according to the appendix N 4 to this Provision.
Chapter 7. Acceptance of winners of international and republican olympiads, contests and competitions

Chapter 9. Reception procedures
