The department operates on the basis of the Constitution of the Republic of Uzbekistan, the Law “On Education,” the National Program for Personnel Training, presidential decrees and resolutions, the current Labor Code, and relevant legal and regulatory documents in the field of education, and in accordance with the regulations of the “Career Center and Department for Organizing Student Internships” of Tashkent State Agrarian University.
Organization of the Department’s Activities:
1. Operates under the authority of the rector of Tashkent State Agrarian University.
2. The department submits relevant data regarding the execution of assigned tasks in prescribed forms and timelines to the Ministry of Higher Education, Science and Innovation and the Ministry of Agriculture of the Republic of Uzbekistan.
3. Annually, the department reports its activity results to the University’s Academic Council at least once a year.
Purpose of the Department:
To develop and implement clear strategies for the university’s functioning in the educational services market, focusing on training personnel in bachelor’s and master’s programs and their employment distribution, aligning with employer (consumer) expectations toward future specialists, managing promotion and advertising efforts, organizing and implementing graduate job placement, preparing timely for education service delivery, and establishing cooperation agreements with relevant organizations for organizing student internships and overseeing their implementation.
Tasks of the Department:
– Forming a “portfolio of orders” (current and prospective) for state grants and tuition-based admissions based on employer (enterprise and organization) demands for existing educational programs or specialties.
– Preparing proposals to open new educational (training) directions or specialties considering the development prospects of the national and regional economies and social sectors, and to close those not in demand in the educational services market.
– Assisting in training competitive personnel under market economy conditions and improving their professional skills in their respective fields.
– Ensuring information about graduates (by field of study and specialty, broken down by region) is published through mass media (newspapers, radio, television, digital communication) and posted on the university website.
– In cooperation with departments responsible for specialist training, organizing qualification internships and preparing detailed information booklets reflecting the field of study and specialty for each graduate, distributing them to potential employers such as government agencies, organizations, and enterprises.
– Satisfying the real needs of national enterprises and organizations for qualified personnel and collaborating with domestic and international employer companies.
– Facilitating the preparation and employment of qualified specialists for the economy and agricultural sectors and supporting their career placement.
– Identifying employer needs and available vacancies by April 15 each year and submitting guaranteed job placement requests (orders) to a special commission, specifying job locations.
– Cooperating with the Ministry of Employment and Labor Relations to develop and improve market relations in education, creating a database on enterprise needs for new workers and vacancies, and publishing this on the university website.
– Ensuring the professional competence and practical experience of students by organizing qualification internships through cooperation between departments and consumer enterprises.
– Organizing a “Career Day” in collaboration with departments, employers, relevant ministries, agencies, enterprises, organizations, agro-clusters, and advanced multi-sector farming entities.
– Supporting students in preparing résumés, organizing experience-sharing events with specialists and employers, interviews, seminars, lectures, and other related activities.
– One year before graduation, collecting survey responses from students regarding where they wish to work.
Currently, the “Career Center and Department for Organizing Student Internships” has signed cooperation agreements and memorandums with 206 partner organizations. Additionally, 27 contracts with various institutions and agencies have been signed to organize dual education, under which 135 students are conducting classes at the respective organizations.
To systematically organize work in this direction, in accordance with Decree No. PQ–61 dated February 14, 2025, titled “On Additional Measures to Assist in the Employment of Graduates of Higher Education Institutions,” the “Step into the Future” Center has been launched in cooperation with O‘zmilliybank JSC to support youth entrepreneurship initiatives and promote innovative ideas.
Currently, more than 300 students possess certificates in foreign languages (English, German, Chinese, Turkish, Arabic, etc.). Measures are being taken to send 200 students abroad in 2025 for short-term paid practical training, including 47 to Poland, 100 to Germany, and 50 to Bulgaria, Greece, Hungary, and Croatia.
