Directly supervise the activities of the university’s engineering service departments;
Ensure and monitor compliance with safety regulations and technical operation rules at the university’s important facilities;
Conduct negotiations and accept completed construction and repair works related to reconstruction, capital, and current repairs using the university’s internal resources or contractor organizations;
Prepare design and estimate documentation for capital repairs, including the building and its evacuation plan;
Compile and update separate material lists for each object within the university’s material and technical base;
Ensure the resolution of issues related to the repair of existing facilities and the adaptation of expensive and large-scale equipment for installation in buildings;
Organize and control the technical condition of buildings and equipment, as well as timely repairs;
Conduct explanatory work with subordinate responsible employees and workers and organize their training on labor safety rules;
Submit timely reports on the use of the university’s material and technical base and fuel-energy resources;
Issue instructions to subordinate departments within their authority;
Prepare draft orders and directives from the director within their authority;
Provide recommendations on the re-planning of structures and compliance with operation rules;
Ensure and monitor the economical use of fuel-energy resources, as well as the establishment of limits on the use of electricity, gas, and other types of fuel at the university;
Place orders and distribute necessary materials for the activities of subordinate staff;
Directly perform the duties of the head of the technical and economic department in their absence (due to illness, business trip, vacation, etc.);
Have thorough knowledge of information and communication technologies;
Make proposals for measures against persons who have caused damage to university property.
