Education Quality Control Department
The department carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Education”, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, Decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of the Ministry of Higher Education, Science and Innovation, orders and orders of the Rector of the university on the basis of the Regulation on the department. The department regularly provides the Rector of the university, the Vice-Rector for Academic Affairs and the State Inspectorate with information on the work done, problems and shortcomings in the educational process.
The goals and objectives of the Education Quality Control Department are as follows:
• analysis and verification of compliance of educational areas and specialties with state educational standards (SES), qualification requirements, curricula and subject programs;
• study of the quality of the educational process at the university, the level of its provision with educational literature and educational and methodological materials;
• study and analysis of the compliance of the knowledge of students of higher educational institutions with SES;
• ensure the implementation of regulatory and legal documents aimed at improving the quality of education;
• control the quality of personnel training;
• organize internal certification of the university, identify factors that negatively affect the quality of education based on its results, and provide information to the rector of the university and the Ministry of Higher Education, Science and Innovation;
• to establish control over the timely elimination of shortcomings and deficiencies identified in the processes related to the certification of the university, the study of the quality of education;
• to monitor the status of indicators determining the quality of education and make proposals to the relevant structural divisions on the identified problems and shortcomings;
• to analyze the effectiveness of the use of modern methods and techniques in the process of improving the quality of education in order to improve the quality of education;
to determine the status of the professional qualifications of professors and teachers in the structural divisions of the institute (faculty, department, center, academic lyceum), as well as the level of quality in the areas of postgraduate education, advanced training and retraining, prepare analytical data, eliminate the identified shortcomings and make proposals to the university management on the shortcomings;
• analyzes the adequacy of the basic knowledge of university professors and teachers in the relevant subject(s) they teach or are studying, analyzes whether they have undergone appropriate retraining or have an academic title or degree in the relevant specialty, and informs the rector of the institute about the conclusions obtained in consultation with the vice-rector for academic affairs;
• controls the implementation of the educational process, scientific research and scientific-methodological work plans in cooperation with the university’s academic department;
• analyzes the state of the material and technical base of the educational process, makes proposals for its development and improvement;
• organizes student internships at the university, taking into account educational areas and specialties, and monitors its effectiveness;
• participates in determining and evaluating the university’s rating, conducting certification, and collecting data on the quality of education;
• assess the objectivity, transparency and quality of rating scores based on the analysis of the process of assessing student knowledge;
• conduct regular social surveys among students, parents, professors and personnel consumers in order to study the social environment, personnel training and quality of education at the university;
• improve the professional skills of department employees, study the experience of the “Iste’dod” Fund of the President of the Republic of Uzbekistan or international projects, as well as prestigious educational and scientific centers of foreign countries developed by the institute and introduce them into the educational process;
• develop measures aimed at raising the institute’s rating to an international level together with the university leadership and actively participate in ensuring its implementation;
• conduct educational seminars and trainings aimed at improving the quality of education in cooperation with the relevant structural divisions of the university;
• form a base of public experts at the institute and regularly conduct seminar sessions within the framework of the tasks set by them;
• issues of integrated cooperation between the educational process and production, monitoring the practical application of innovative ideas, developments and technologies;
• making relevant proposals to the university management based on the results of the study of the quality of education.
