General Provisions

  1. This Regulation defines the status, main tasks, functions, rights, responsibilities, organization of activities, and reporting procedures of the Planning and Finance Department of Tashkent State Agrarian University (hereinafter referred to as the Department), as well as the functional duties and responsibilities of managers and staff.
  2. The Department is established to ensure the financial stability of the University and is one of the leading departments within the University’s structural divisions.
  3. The Department reports directly to the Vice-Rector for Financial and Economic Affairs and the Rector of the University.
  4. In its activities, the Department is guided by the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Supreme Assembly of the Republic of Uzbekistan, decrees, decisions, and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders and decisions of the Ministry of Agriculture of the Republic of Uzbekistan, and other regulatory and legal documents issued by the Ministry of Higher and Secondary Special Education, the Ministry of Employment and Labor Relations, the Ministry of Finance, and other relevant bodies. It also adheres to the University’s Statute, this Regulation, and the Rector’s orders.

Tasks and Functions of the Department

  1. The following are the tasks of the Department:
  • Increasing the University’s competitiveness in the context of a market economy, transitioning to a credit-module system, ensuring the social stability of the teaching staff, and organizing plans for financial-credit, investment, technical operations, and economic activities. This also includes optimal planning and ensuring legality in financial planning.
  • Developing the expenditure plan for the budget allocated to the University, tuition contract funds, funds from joint educational programs, other funds related to the University’s activities, state grants, and funds allocated from foreign projects, in collaboration with the accounting department. This includes planning the staffing schedule, the number of staff units, submitting it to the Rector for approval, agreeing with the Ministry of Agriculture, and registering it with the Ministry.
  • Submitting monthly, quarterly, and annual reports on labor plans, as well as the number of administrative, management, teaching, and other service staff to the Ministry of Agriculture of the Republic of Uzbekistan and the State Statistics Committee.
  • Using existing standards to develop the staffing schedule, preparing expenditure budgets for the Republic’s budget, off-budget funds, and sponsor funds, and optimizing their spending.
  • Forecasting additional off-budget revenues (such as income from renting vacant buildings, payments for dormitories, utility expenses paid by tenants, other revenues, income from paid courses, and other revenues from the University’s other divisions), and planning their expenditure.
  • Participating in the development of drafts for normative legal acts and proposals related to the University’s activities.
  1. In accordance with its assigned tasks, the Department carries out the following functions:
  • Improving the financial situation of the University, optimizing expenses, determining the number of staff, and planning salaries, scholarships, and the material assistance fund based on current decisions and normative documents.
  • Ensuring the correct application of government benefits to students, and adhering to the established procedures for providing material assistance.
  • Submitting financial documents to the University’s management, along with supporting documentation.
  • Making necessary amendments to the staffing schedule and expenditure plan when the amounts for salaries and scholarships are increased based on government decisions.
  • Proposing solutions to the University management based on staff requests and providing necessary clarifications when required.
