Procedure for transfer, expulsion, and reinstatement of studies

The process of transfer and reinstatement of studies in state higher education institutions is carried out free of charge.

The list of related fields of study in the higher education system is approved by the State Commission for Admission to Educational Institutions.

When transferring or reinstating students of higher education institutions, fields (specialties) are considered corresponding if their names match.

In state higher education institutions of the Republic of Uzbekistan, internal transfer is allowed only for two valid reasons:

1. If a student gets married and applies for a transfer to a university located in the region of the spouse's permanent residence;
2. If a government employee changes their place of work, their spouse or minor child may apply for a transfer (based on the recommendation of the head of the relevant ministry/department).

In all other cases, internal transfer is not allowed.

When transferring from foreign higher education institutions (external "transfer"):

To transfer to a corresponding or related field of study for programs that require special abilities from the student, it is necessary to obtain a passing score on the results of professional (creative) exams, and for other fields — based on the results of test trials. Professional (creative) exams are conducted by the relevant university, and test trials — by the State Testing Center (STC).

Students who score below the passing score are allowed to transfer based on a differentiated paid (contract) form of education.

Transfer to an unrelated or non-related field of study is not allowed.

Transfers from foreign and non-governmental universities of Uzbekistan are carried out in accordance with the procedure for transfer from foreign universities.
Transfer to a bachelor's program, which is not corresponding or related, is possible with a one-time payment of the differentiated paid contract (super-contract) established for this field.

transfer.edu.uz — for transfers from one university in the republic to another or within the same university;

uzbmb.uz — for transfers from foreign and non-governmental universities.
Deadline for submitting documents: until August 5 (inclusive).

Required documents:
1. Application (in online format);
2. Academic reference or transcript (in JPEG or PDF format);
3. Academic reference (for reinstating students).

Applications for reinstating studies are submitted and considered twice a year:

1. Application for reinstatement for the fall semester — from July 15 to August 5 of each year;
2. Application for reinstatement for the spring semester — from January 15 to January 25 of each year.

Decision-making on reinstatement:

For the fall semester reinstatement — from August 5 to August 30 of each year;
For the spring semester reinstatement — from January 25 to February 15 of each year.

Citizens excluded from students have the right to submit an application for reinstatement in another university for a corresponding educational program (specialty).
Along with the application, documents confirming the transfer procedure must be provided.
Reinstatement for all forms of education is carried out on a paid basis (by contract).

For students who studied under a state grant:
1. Orphans,
2. People with disabilities of group I and II,
3. Also, those who have completed compulsory military service,
4. People who returned from academic leave within the specified terms,
5. Students sent for studying abroad on state orders and returned within the specified terms, can be reinstated for studies (to a specific course) in place of state grant positions.

Reinstatement of a student excluded from studies (expelled) during the academic year is not allowed in their course.

When reinstating a student in another university, their previous educational institution does not require approval.

The following cases are grounds for refusal of an application for transfer and reinstatement of studies:

For those who studied at accredited foreign educational institutions or their branches;

For those who studied in a different form of education at republican universities;

For those who studied in centers, departments, educational-consultative points, and other similar subdivisions of universities;

For transfer to the first course in the first semester if the first semester has not been completed (except in cases of academic leave due to illness and transfer due to absence of an educational specialty);

If there is no corresponding (related) specialty or form of education in the university;

If the differences in the curricula for general professional and specialized (profile) subjects exceed 4 subjects;

For those who were recommended for education on a contract basis but did not pay within the specified time frame;

If the personal academic journal (academic certificate) was not provided within the established deadlines;

When transferring and reinstating based on a state grant, if there are no vacant places within the grant admission quota;

If the material and technical capabilities of the university are limited;

For target students if they want to transfer to another specialty or form of education, or to another university;

For transfer from evening (shift) form to distance (special distance) form of education or between specialties within the evening (shift) form;


For transfer from distance (special distance) form to full-time form of education or between specialties within the distance (special distance) form;

For transfer from one form of education to special distance form, or from special distance form to another form of education;

For students admitted to universities in Uzbekistan and foreign countries based on agreements between educational institutions, studying in joint educational programs (except for training under this joint course);

In other cases provided by legislative acts.

In the following cases, the transfer and reinstatement of students is carried out based on the decision of the State Commission:

From accredited foreign higher educational institutions to higher educational institutions of Uzbekistan;

Within the same higher educational institution or within the system of higher educational institutions of a single ministry or agency, as well as within the system of various ministries and agencies, to non-related higher education programs, excluding non-corresponding specialties.

In the following cases, the transfer and reinstatement of studies is carried out based on the decision of the ministry (agency) to which the higher educational institution is subordinated:

Transfer to another higher educational institution within the same ministry (agency) for corresponding and related higher education programs and specialties;

Transfer from one higher educational institution to another within different ministries (agencies) for corresponding and related higher education programs and specialties.

Transfer and reinstatement of studies within the same higher educational institution for corresponding and related higher education programs and specialties is carried out based on the rector's order of that higher educational institution.

Transfer or reinstatement of studies:

1. Higher educational institutions.
2. Ministries and departments within whose system the higher educational institutions are located.
3. Based on decisions of the State Admission Commission for educational institutions.
