If the crime is committed repeatedly, in large amounts, through extortion, or by a group of officials acting in prior conspiracy, it is punishable by imprisonment for a term of 5 to 10 years. If it is committed in especially large amounts or in the interests of an organized criminal group, it is punishable by imprisonment.
