Graduated from Tashkent State Agrarian University in 1995 with honors. Specialization: Zooengineer. Candidate of Agricultural Sciences, Associate Professor. Married, father of three children.
Throughout his career, he has served in the field of higher education and agriculture.
He actively participates in the reform processes of New Uzbekistan, particularly in implementing priority tasks related to the development of agriculture, ensuring food security, training highly qualified personnel, and promoting scientific progress.
From 2002 to 2017, Ulugbek Sheraliyevich Ballasov served as Dean of the Faculty of Animal Science and Sericulture at Tashkent State Agrarian University. In 2017, he was appointed Vice-Rector for Spiritual and Educational Affairs at the same university. During 2017–2018, he was Vice-Rector for Academic Affairs at the Andijan Agricultural Institute. From 2018 to 2020, he was Deputy Director for Innovation and Scientific Work at the Andijan Branch of Tashkent State Agrarian University. In 2020–2021, he served as Vice-Rector for Scientific Research and Innovation at the Andijan Institute of Agriculture and Agrotechnologies.
In 2021, he became the Head of the Department of General Animal Science and Veterinary Medicine at Tashkent State Agrarian University, and in December 2021, he was appointed Dean of the Faculty of Zooengineering at the same university.
U.Sh. Ballasov has been awarded commemorative badges “20th Anniversary of the Independence of the Republic of Uzbekistan,” “25th Anniversary of the Independence of the Republic of Uzbekistan,” and the breastplate “Devoted Worker of Agriculture of the Republic of Uzbekistan.”
