Dear teachers, professors, and dear students!
The open dialogue with youth held on February 24 at the Kuksaroy residence under the leadership of our esteemed President, the opinions expressed, and the initiatives put forward became a vivid example of the high level of attention and conditions created for youth in the New Uzbekistan. Today, youth are regarded as the backbone of the nation and the driving force of the country’s development, and great trust is placed in them. In turn, our young people, through their knowledge, enthusiasm, hopes, and aspirations, prove that Uzbek youth are capable of reaching the highest achievements. The personal meeting and open dialogue of the President with youth, his sincere conversation, have become one of the brightest and most memorable events in the state youth policy implemented in the New Uzbekistan. Currently, the majority of our country’s population consists of young people. During the dialogue, the Head of State emphasized: “In the image of more than 22 million young people of our country, we see a tremendous social, economic, and political force.” Today, both the new heights achieved by our youth and the scale of opportunities created for them are steadily increasing. In recent years, thanks to broad opportunities, our youth have won 66 gold, 147 silver, and 221 bronze medals at international science Olympiads. As noted during the dialogue, 600,000 young people enter the labor market annually. By 2030, this figure will reach 1 million. This means that providing them with education, professional training, and employment in accordance with their interests and capabilities is a top priority. During this year’s dialogue, the Head of State put forward 32 important initiatives to support youth, which serve as a practical action program for us, representatives of higher education. Ensuring their implementation and taking all necessary measures is the duty of all responsible officials in the higher education system.
Higher education institutions must actively contribute to fulfilling these priority tasks by training competitive, highly qualified specialists in line with labor market demands, thereby making a worthy contribution to youth employment. The effectiveness of the higher education system is a key factor in ensuring sustainable development and economic growth. Today, the agrarian sector is becoming a decisive factor in ensuring food security, supplying industries with necessary products, increasing export potential, and driving innovative development. Therefore, every specialist we train is a builder of the future of the New Uzbekistan. Based on the tasks set by the President, students majoring in mechanization and agroengineering at our university are being trained within the framework of a dual education system directly at the agro-technical cluster in the city of Chirchik. This system allows students not only to gain theoretical knowledge but also to acquire practical experience in a production environment while earning wages. Additionally, experimental “Future Farmers” teams consisting of five students each have been established. During the academic year, they cultivate 0.10 hectares of land independently. They are evaluated based on soil fertility improvement, productivity, and profitability, and are promoted accordingly. These initiatives, supported by the President, open new opportunities for our youth.
From now on, every Thursday has been designated as “Youth Day.” At our university, a weekly system for addressing student issues, supporting initiatives, and making concrete decisions is being introduced. Comprehensive measures are also being implemented to ensure employment of graduates. In cooperation with the Tashkent regional administration and 22 district and city administrations, open dialogues have been organized to address graduate employment. Expanding dual education, strengthening integration with production enterprises, engaging students in practical work from the period of study, and creating permanent jobs for them have been identified as key tasks.
To support youth entrepreneurship, an additional 200 million US dollars will be allocated, and loan amounts will increase from 300 million to 10 billion soums. Within the frameworks of the “Future Entrepreneur,” “Support,” and “My First Profession” programs, unsecured loans up to 20 million soums, up to 300 million soums for start-ups, up to 2 billion soums for expanding businesses, and up to 10 billion soums for those employing five graduates will be provided. The “Step into the Future” initiative and the concept of innovation hubs create new opportunities for youth to implement startups, work with modern technologies, and realize their potential.
Within the “New Generation Entrepreneurs” program, in cooperation with prestigious universities such as Harvard University and Stanford University, it is planned to train 40,000 young people in business, preparing globally competitive specialists. Increasing youth interest in foreign languages, expanding international certification, and broadening joint educational programs remain priorities at our university. Permission to invest up to 100,000 US dollars in innovative startups and the allocation of 2 billion soums under the “Growth and Development” program create broad opportunities for youth in the agrarian sector. Financial support of up to 1 billion soums for startups in technical schools and universities encourages scientific and practical research. Under the “My First Profession” program, graduates will receive internship stipends of up to 2 million soums per month. “Work and travel” programs and foreign internships will further expand students’ access to the international labor market. Through the “Development of Reading Culture” fund, creators will receive up to 20 million soums per month, and active readers will be rewarded, contributing to the spiritual development of youth. Systematic efforts to promote reading, scientific thinking, and ideological resilience will be strengthened at the university. A Book cafe will be established on campus, modern infrastructure for the information-resource center will be created, and reading promotion competitions will be organized. Dear colleagues! From now on, each of us must transition to an entirely new system of working with youth. The implementation of the tasks set by the President will be ensured on the basis of a clear roadmap. Dear students! Today, wide opportunities are opening before you — grants, startup loans and investments, new vocational programs, and international education opportunities. At the same time, you are expected to pursue knowledge, master professions, learn foreign languages, and effectively utilize the opportunities created.
I am confident that the youth of the Tashkent State Agrarian University will make a достойный вклад in the rapid development of the agrarian sector, enhancement of export potential, and broad implementation of modern innovations and agrotechnologies for the dynamic progress of the New Uzbekistan.
